以大熊貓保護(hù)為核心，圍繞科學(xué)研究、公眾教育、國(guó)際交往、旅游休閑、文化創(chuàng)意、戶外運(yùn)動(dòng)等為主要功能，以建設(shè)全球保護(hù)典范、生態(tài)文明之窗、公園城市之星為主要目標(biāo)，構(gòu)建國(guó)家名片，在全球樹立人與自然和諧共生的生態(tài)文明城市典范。本項(xiàng)目立足成都，面向世界，將大熊貓的生態(tài)、文化價(jià)值和成都美麗宜居公園城市建設(shè)有機(jī)結(jié)合，符合國(guó)家、省、市的規(guī)劃與發(fā)展目標(biāo)，現(xiàn)正式開展項(xiàng)目總體策劃及概念性規(guī)劃國(guó)際咨詢活動(dòng)。

Withthe protection of giant pandas as the core, surrounding the main functions ofscientific research, conservation education, international communication,tourism and leisure, cultural creativity, outdoor sport, etc., and mainlyaiming to construct a global model of protection, the window of ecologicalcivilization, and the focal point of park city, this project will create a namecard of China, and set an example of ecological and civilized city with harmonybetween nature and people. Based in Chengdu, and facing the world, this projectwill naturally combine the ecological and cultural value of giant pandas withthe beautiful and habitable park city of Chengdu, and it meets the national,provincial and municipal planning and development objectives. Now, weofficially release the internationalconsultation on the overall positioning and conceptual masterplanof this project.

一、項(xiàng)目概況

1.1.Project Name: International Consultation on theOverall Positioning and Conceptual Masterplan of the Land of Giant Pandas

中國(guó)四川省成都市北湖片區(qū)、都江堰片區(qū)和龍泉山片區(qū)三個(gè)區(qū)域。

1.2 Project Sites: Beihu Area, Dujiangyan Area andLongquanshan Area of Chengdu City, Sichuan Province, China.

1.3.項(xiàng)目規(guī)模

總面積約69平方公里，其中北湖片區(qū)約35平方公里，都江堰片區(qū)約23平方公里，龍泉山片區(qū)約11平方公里。

1.3 Project Scale: This project covers a total area ofaround 69km, including around 35km of Beihu Area, around 23km of Dujiangyan Area, andaround 11km of Longquanshan Area.

咨詢活動(dòng)分為方案編制和后期深化設(shè)計(jì)兩部分內(nèi)容。

The consulting content is divided into twoparts,namely scheme preparation and later design development.

1.4.1方案編制部分

1.4.1 Scheme Preparation

1.4.1.1總體策劃：以三個(gè)片區(qū)為整體的總體策劃，從全球的視角，研究策劃建設(shè)熊貓之都的總體定位、發(fā)展目標(biāo)；結(jié)合各片區(qū)的區(qū)位條件、資源稟賦，提出各片區(qū)功能定位、形象定位、建設(shè)目標(biāo)；結(jié)合各片區(qū)特色、功能及產(chǎn)業(yè)基礎(chǔ)條件等提出片區(qū)旅游、文創(chuàng)、生態(tài)等產(chǎn)業(yè)發(fā)展策劃，包括體現(xiàn)綠色、創(chuàng)新、智慧、共享理念的新經(jīng)濟(jì)業(yè)態(tài)內(nèi)容；以大熊貓保護(hù)為核心，圍繞科學(xué)研究、公眾教育、國(guó)際交往、旅游休閑、文化創(chuàng)意、戶外運(yùn)動(dòng)等主要功能提出概念性總體空間布局結(jié)構(gòu)和經(jīng)濟(jì)、高效、持續(xù)的管理運(yùn)營(yíng)策劃思路。

1.4.1.1 Overall Positioning: Theoverall positioning of the three areas shall include the overall orientation and developmentobjectives of the Land of Giant Pandas from the global perspective. Bringing forward the function orientation, imageorientation, and constructionobjectives of each area in combination with the location conditions andresource endowment of each area. Bringing forward the industrial development planning for thetourism, cultural creativity, ecology, etc. of each area in combination with thecharacteristics, functions, and industrial basic conditions, etc. of each area,which shall include the contents of new economic forms embodying the green development,innovation, wisdom and sharing concepts. Bringing forward conceptual overall spatial layout structureas well as economical, highly efficient and sustainable management andoperation planning ideas with the protection of giant pandas as the core andsurrounding the major functions like scientific research, conservationeducation, international communication, tourism and leisure, cultural creativity,outdoor sports, etc.

1.4.1.2概念性規(guī)劃：分別對(duì)各片區(qū)展開概念性規(guī)劃，包括三個(gè)片區(qū)的主導(dǎo)產(chǎn)業(yè)與功能構(gòu)成、合理的空間組織模式、土地利用模式等深化研究；提出各片區(qū)的用地布局方案；交通組織及優(yōu)化方案；提出與珍稀動(dòng)物保護(hù)相關(guān)的圈養(yǎng)、飼養(yǎng)及放養(yǎng)相關(guān)設(shè)施和配套設(shè)施的建設(shè)方案；景觀規(guī)劃方案；重點(diǎn)項(xiàng)目、重點(diǎn)地段概念設(shè)計(jì)方案；分期建設(shè)時(shí)序等。

1.4.1.2 Conceptual Planning: Develop conceptualplanning for each area respectively, including the deep research on thedominant industries and functional composition, reasonable space organizationmodel, and land use model, etc. Bringforward the scheme for land layout of each area, the scheme for traffic organization and optimization, the scheme for the construction ofrelevant facilities for the enclosures, feeding and stocking and othersupporting facilities related to the protection of rare animals, the scheme for landscape planning, the conceptual design schemes for keyprojects and key land sections, and thetime sequence of construction by stages, etc.

1.4.2后期深化設(shè)計(jì)部分

1.4.2 Later Design Development

中選機(jī)構(gòu)須按照專家及行政主管部門的意見對(duì)中選方案進(jìn)行優(yōu)化，對(duì)重點(diǎn)區(qū)域、核心區(qū)域規(guī)劃設(shè)計(jì)進(jìn)行深化。其中重點(diǎn)區(qū)域49平方公里深化至控制性詳細(xì)規(guī)劃階段的城市設(shè)計(jì)深度，核心區(qū)域15平方公里深化至修建性詳細(xì)規(guī)劃階段的城市設(shè)計(jì)深度，并需提供后續(xù)規(guī)劃建設(shè)咨詢服務(wù)（2年）。

The final winner shalloptimize the scheme according to the opinions of experts and the competent administrative department, and develop the planning and design ofkey areas and core areas. Wherein, the 49km key area shallbe developed to the extent of urban design atthe stage of controlling detailed planning; the 15km core area shall be developed to the extentof urban design at the stage of detailed construction planning, and 2-yearconsultingservicesforlater planning and construction shall be provided.

3.1 本次咨詢采用國(guó)際公開報(bào)名的方式。申請(qǐng)人須滿足以下條件：

3.1 Application of the consultation is open tothe world.The applicants shall meet the following requirements:

（1）規(guī)劃設(shè)計(jì)機(jī)構(gòu)：國(guó)外機(jī)構(gòu)須在其所在國(guó)家或地區(qū)具有合法營(yíng)業(yè)及設(shè)計(jì)許可；國(guó)內(nèi)機(jī)構(gòu)須為獨(dú)立法人且具有城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)（港、澳、臺(tái)地區(qū)機(jī)構(gòu)須在其所在地具有合法營(yíng)業(yè)及設(shè)計(jì)許可）。

Planning and design institution: For an overseas planning and design institution, it must have the legal business and designlicense in its originate country or region. For a domestic planning and design institution, it must be an independent legal entity with GradeA qualification for urban-rural plan compilation (institution from Hong Kong, Macao or Taiwan musthave the legal business and design license in its region).

（2）產(chǎn)業(yè)策劃?rùn)C(jī)構(gòu)：國(guó)外機(jī)構(gòu)須在其所在國(guó)家或地區(qū)具有合法營(yíng)業(yè)許可；國(guó)內(nèi)機(jī)構(gòu)須為獨(dú)立法人且在國(guó)內(nèi)具有合法營(yíng)業(yè)許可（港、澳、臺(tái)地區(qū)機(jī)構(gòu)須在其所在地具有合法營(yíng)業(yè)許可）。

Industrialplanning institution:For an overseas industrial planning institution, it must have the legalbusiness license in its originate country or region. For a domestic industrial planning institution, it must be an independent legal entity with legalbusiness license (institutionfrom Hong Kong, Macao or Taiwan must have the legal business license in itsregion).

3.2參與方式

3.2Methods of participation

（1）國(guó)內(nèi)、外規(guī)劃設(shè)計(jì)機(jī)構(gòu)可獨(dú)立參與，也可聯(lián)合產(chǎn)業(yè)策劃?rùn)C(jī)構(gòu)參與。國(guó)內(nèi)、外規(guī)劃設(shè)計(jì)機(jī)構(gòu)獨(dú)立參與的，創(chuàng)作團(tuán)隊(duì)中須具有產(chǎn)業(yè)策劃能力的人員；

Planning and design institutions domestic and overseas may participate in this activity independently, or incombination with other industrial planning institutions. If a planning and designinstitution participates in this activity independently, its team shall includepersonnel having the ability of industrial planning;

（2）產(chǎn)業(yè)策劃?rùn)C(jī)構(gòu)不允許獨(dú)立參與；

An industrial planning institution is notallowed to participate in the activity independently；

（3）允許聯(lián)合體報(bào)名，聯(lián)合體成員不得超過(guò)3家且聯(lián)合體各方不得再以自身名義單獨(dú)或作為其他聯(lián)合體成員參與報(bào)名；不接受個(gè)人與個(gè)人組合或個(gè)人與其他機(jī)構(gòu)組合的報(bào)名；

Application ofjoint design group with no more than 3 parties is accepted, and each partyshall not apply for this activity in their own name or as members of otherjoint design groups. The application is not accepted for the combination amongindividuals, or the combination of individuals and other institutions.

3.3 團(tuán)隊(duì)要求：根據(jù)本項(xiàng)目的特點(diǎn)，擬投入團(tuán)隊(duì)須包含但不限于規(guī)劃、建筑、景觀、旅游、產(chǎn)業(yè)策劃及動(dòng)物保護(hù)領(lǐng)域?qū)I(yè)人員。參與本次咨詢的主創(chuàng)設(shè)計(jì)師需具有類似項(xiàng)目的主持設(shè)計(jì)經(jīng)驗(yàn)，且須直接參與設(shè)計(jì)全過(guò)程。

3.3 Team requirements: According to thecharacteristics of this project, the target team shall include the professionalpersonnel in the fields of planning, building, landscape, tourism, industrialplanning, and animal protection. The principal designers of the team shall havesimilar project experience and directly participate in the full process ofdesign.

3.4業(yè)績(jī)：近5年（2013年1月1日以來(lái)）具有至少1個(gè)規(guī)劃設(shè)計(jì)和產(chǎn)業(yè)策劃類似業(yè)績(jī)。

3.4Achievements: Have at least 1 similarachievement of planning and design and industrial planning within the past 5years (since Jan. 1, 2013).

3.5為保證概念性規(guī)劃方案的延續(xù)性和深化設(shè)計(jì)的實(shí)施性，遴選出的6家準(zhǔn)入圍機(jī)構(gòu)及2家備選機(jī)構(gòu)，如不具備城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)，須在入圍后與國(guó)內(nèi)1家具有相應(yīng)資質(zhì)的規(guī)劃設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體，并按要求提交相關(guān)資料，報(bào)行政主管部門審核確定。

3.5To guarantee the continuity of conceptualplanning scheme and the implementation of design development, the 6 shortlisted competitors and 2 alternatives selected through qualification reviewshall, if not having grade-A qualification for the preparation of urban andrural planning, form a joint design group with one domestic planning and designinstitution having corresponding qualificcations, and shall submit relevantmaterials for examination and determination to the competent administrativedepartment according to requirements.

4. Application Method

4.1本次咨詢活動(dòng)報(bào)名時(shí)間為2018年6月8日至2018年6月24日9:00～17:00（北京時(shí)間，下同）。

4.1 Time of application forthis consulting activity is from June 8,2018 to 9:0017:00 of June 24, 2018 (Beijing Time, the samebelow).

4.2報(bào)名機(jī)構(gòu)應(yīng)在報(bào)名截止時(shí)間前，將報(bào)名資料電子文件發(fā)送至指定郵箱，同時(shí)將報(bào)名資料紙質(zhì)文件郵寄或送達(dá)至以下地址：成都市高新區(qū)天長(zhǎng)路111號(hào)永安公服10樓,接收人：程女士，電話028-85189061（報(bào)名以收到紙質(zhì)文件時(shí)間為準(zhǔn)，在截止時(shí)間以后收到的文件將被拒絕）。

五、咨詢說(shuō)明

5. ConsultingDescription

5.1本次咨詢工作分兩個(gè)階段：第一階段——公開報(bào)名和遴選入圍；第二階段——方案編制及評(píng)審。

5.1 Thisconsultation is undertaken by two stages: First StageOpen Application and Qualification Review; Second Stage – Scheme Preparation and Review.

5.1.1第一階段——公開報(bào)名和遴選入圍

5.1.1 First Stage – Open Application and Qualification Review

發(fā)布國(guó)際咨詢公告公開報(bào)名，經(jīng)過(guò)遴選評(píng)審委員會(huì)評(píng)選，遴選出6家準(zhǔn)入圍機(jī)構(gòu)、2家備選機(jī)構(gòu)（須排序），若6家準(zhǔn)入圍機(jī)構(gòu)中有機(jī)構(gòu)退出，則由備選機(jī)構(gòu)依序替補(bǔ)。遴選出的6家準(zhǔn)入圍機(jī)構(gòu)及2家備選機(jī)構(gòu)如不具備城鄉(xiāng)規(guī)劃編制甲級(jí)資質(zhì)，須在入圍后與國(guó)內(nèi)1家具有相應(yīng)資質(zhì)的規(guī)劃設(shè)計(jì)機(jī)構(gòu)組成聯(lián)合體，并按要求提交相關(guān)資料，報(bào)行政主管部門審核確定。

Issue an announcement of the consultation for open application, and select 6 shortlisted competitors and 2 alternatives (with ranking order) through the appraisal and selection ofthe qualification review jury. If any of the 6shortlisted competitors quits, the 2 alternatives will join the consultation inorder. The 6 shortlisted competitors and 2 alternatives selected through qualification reviewshall, if not having grade-A qualification for the preparation of urban andrural planning, form a joint design group with one domestic planning and designinstitution having corresponding qualificcations, and shall submit relevantmaterials for examination and determination to the competent administrativedepartment according to requirements.

5.1.2第二階段——方案編制及評(píng)審

5.1.2 SecondStage –Scheme Preparationand Review.

經(jīng)行政主管部門最終審核通過(guò)的6家入圍機(jī)構(gòu)進(jìn)入方案編制階段，過(guò)程中針對(duì)總體策劃進(jìn)行一次中期匯報(bào)以及三個(gè)板塊產(chǎn)業(yè)定位及其關(guān)系的研討會(huì)；方案編制完成后提交成果文件，經(jīng)過(guò)方案評(píng)審委員會(huì)評(píng)審，評(píng)審出不合格方案（若有）、合格方案及優(yōu)勝方案，并推薦3名優(yōu)勝方案報(bào)行政主管部門。由市規(guī)委會(huì)確定中選機(jī)構(gòu)，承擔(dān)后續(xù)深化設(shè)計(jì)工作。

The 6 shortlisted competitors finally confirmed by the competent administrative department shall present a interim report of the overall positioning and join the seminar on the industrial orientation andmutual relationship of the three areas during scheme preparation.  Thescheme review jury will review on thedeliverables and decide thedisqualified schemes (if there are any), qualified schemes and 3 winning schemes. The 3 winning schemes will be recommended to the competent administrative department.The municipal planning bureauwill determine the final winner, who willundertake the subsequent design development work.

5.2本項(xiàng)目獲優(yōu)勝獎(jiǎng)的3家機(jī)構(gòu)，每家獲得獎(jiǎng)金人民幣300萬(wàn)元（含稅）；提交了合格成果文件但未獲優(yōu)勝獎(jiǎng)的入圍機(jī)構(gòu)，每家獲得設(shè)計(jì)補(bǔ)償費(fèi)人民幣180萬(wàn)元（含稅）；提交的成果文件不合格的入圍機(jī)構(gòu)無(wú)費(fèi)用補(bǔ)償。中選機(jī)構(gòu)1名，獲得后續(xù)深化設(shè)計(jì)費(fèi)人民幣1800萬(wàn)元（含稅）。

5.2 The 3 prize winners will each obtain a bonus of RMB3 million（tax included）, while the other design institutions submitting qualified deliverables eachwill obtain a design compensation fee of RMB1.8million（tax included）. And the design institutions submittingdisqualified deliverables won’t obtain any compensation. The final winner will obtainRMB18 million（tax included）for the subsequent design development.

5.3解釋權(quán)：本次咨詢活動(dòng)及相關(guān)文件的最終解釋權(quán)歸咨詢?nèi)?。與此次咨詢活動(dòng)有關(guān)的所有往來(lái)通知、函件和咨詢成果文件均使用中英文對(duì)照，如中英文描述不一致，則以中文描述為準(zhǔn)。

5.3 Right of interpretation: The final right tointerpret this consulting activity and relevant documents is owned by the host.All notifications, mails, and consulting deliverables related to this consulting activityshall be in both Chinese andEnglish. In case of any discrepancy between Chinese and English descriptions,Chinese description shall prevail.
